摘要：  出于发挥档案资源资政作用辅助政府决策的目的，档案学界提出建设面向决策的档案思想库的设想，但因智库长期以来 被认为是辅助决策的专业机构，二者在功能定位上产生冲突。本文采用比较研究法分别从横纵两个维度分析了档案知 识库与智库概念与应用的差异及互补之处，经过分析将档案知识库定位为前端资源整合库并详细阐释了这一定位的含 义及其建设的内容必要性和可行性，论证了将档案知识库区别于智库，定位为“前端资源整合库”的正确性。

Abstract: For the propose of making full use of archives and assisting government decision-making，archivists  put forward the assumption of constructing archival think tank orienting decision-making. But as the think tank  has long been regarded as a professional institution to assist in decision-making，there are some conflicts between  them in functional orientation. From horizontal and vertical dimensions，this article uses comparative study  method analyze the differences and complementation between Archival Knowledge Base and Think Tank. The  authors position the Archival Knowledge Base as front resources integration library and explains its meaning， the necessity and feasibility of the construction. Finally the authors prove the correctness of the location for the  Archival Knowledge Base.
